Reactivate a paused endpoint
Scope: webhooks:manage
After repeated failed deliveries an endpoint is paused; events keep queueing for it. Fix it, then call this: the failure count resets, and what it missed is sent — the events queued while it was paused, and its deliveries of the last 7 days that ran out of retries. queued_deliveries is how many are on the way.
